Writing the Wrongs: Invest in Adult Literacy now!

The Global Campaign for Education and Action Aid have recently published Writing the Wrongs:International Benchmarks on Adult Literacy. This work, undertaken by David Archer and Yaikah Jeng, argues that present under-investment in adult literacy is a global scandal. This publication, based on detailed consultation with programmes in 35 countries and advice from people in over SO countries shows that there is a strong consensus about what policy makers and practitioners should do. Insights from this work have been compiled into twelve simple benchmarks to guide future work and catalyse new investment in adult literacy.

"The financing literacy project started În June 2010; five years after the International Benchmarks on Adult Literacy were published by the Global Campaign for Education. Benchmark 12 stated that: 'Governments should dedicate at least 3 % of their national education sector budgets to adult literacy programmes. Should we give up on a literate world ?

It seems the world is giving up the aspiration of a literate world. Before the year 2000, the aspiration was to eliminate or eradicate illiteracy. In 2000, the aspiration visibly shrank to “reducing it by half” by 2015. Even this much more modest goal has not and will not be achieved. Both Education for All (1990–2015) and Millennium Development Goals (2000–2015) have focused on children and on children’s access to primary education. Early childhood development and Youth and Adult Education have been systematically sidelined. In the Information Society, “digital illiterates” have become more important than plain “illiterates”. Can humanity claim progress when, at the same time that information and communication technologies and the Internet expand in an accelerated manner, 775 million young people and adults cannot read and write?

Literacy in Africa : It’s in our own hands

In this article, the author presents a fundamental problem, which is the lack of interest on the part of many African governments vis-à-vis the literacy of their Young adult population. This is a population where more than 50% is usually illiterate. It is not only a problem of lack of political will, but a lack of political consciousness: African leaders must be conscious of the fact that illiteracy in youth and adults is the most formidable obstacle to growth and sustainable development of African nations. For the author, the discussion on what should happen after 2015 shows that the attention of education providers on the issue of successful learning in primary school may make adult literacy even more of a problem. For a long time to come, Africa is likely to remain one of the richest continents with the poorest people.

Les chiffres de la dette

La crise de la dette (augmentation des taux d’intérêt) à partir des années 1980, a été utilisée pour imposer systématiquement des politiques d’austérité au nom de "l’ajustement". Pour placer les surplus de capitaux et de marchandises du Nord, la dette publique du Sud a été multiplié par douze entre 1968 et 1980. L’augmentation des taux a fait tomber les pays dans une spirale infernale devant emprunter pour payer les intérêts et donc toujours plus s’endetter.

Nous vivons à une époque agitée. Le monde est pris entre trois crises: alimentaire, énergétique et financière. Ces crises éclatent à un moment où l’humanité doit faire face au défi transmillénaire de sa survie: le spectre du réchauffement planétaire et du changement climatique est bien là. Dans les différentes régions du monde, les différentes communautés ne subissent pas les conséquences de ces crises de la même façon. Tandis que l’Amérique du Nord et l’Europe traversent une période de récession et de chômage, les pauvres en Afrique se retrouvent presque abandonnés par leurs propres gouvernements alors que l’aide afflue moins abondamment, que le commerce se teinte de protectionnisme et que les transferts d’argent des diaspo-ras vers leurs pays deviennent moins importants. Dans certaines parties d’Asie, le scénario est toutefois quelque peu différent. Sobicas
