Agricultural innovations in small-scale farming systems of Sudano-Sahelian West Africa : Some prerequisites for success

Intensified land use leading to ever shorter fallow periods, overuse of crop residues and woody perennials for feed, as fire wood and construction material, and temporary overstocking of pastures have shaped our image of doomsday scenarios in Sudano-Sahelian West Africa. While the described phenomena have undoubtedly contributed to a widespread decline in soil productivity of the vast marginal agropastoral millet and sorghum based land use systems, a few, largely overlooked, innovations have allowed enhancing productivity across a range of agro-ecological and socio-economic conditions. These are worthwhile to analyse in order to better understand how the well-known constraints to farmers’ investments in more sustainable agro-pastoral production systems can be overcome. Successful innovations such as the locally made ‘charette’, a donkey-drawn, single axe farm transport vehicle, and the counter-season cultivation and regional marketing of onion have transformed subsistence agriculture in Niger since the 1970s. More recently the use of small amounts of seed-placed mineral phosphorus fertilizer (propagated as ‘microdosing’ by NGOs, FAO and the Gates Foundation) in millet and sorghum, a sprawling use of urban and periurban land for the highly intensive production of vegetables, specialty crops and sometimes also milk, as well as the fattening of small ruminants for religious festivals provide opportunities to effectively strengthen poor people’s livelihood strategies and enhance their food sovereignty, often without involvement of extension services. The factors which seem to determine the success of such approaches are (i) their capacity to enhance farmers’ access to markets (secure sales and cash earning), (ii) the possibility to adopt an innovation with only small amounts of capital (low entrance fee), and (iii) limited risk of failure despite high rainfall variability (safe return on investment). These factors add to the recent spread of real-time information about consumer demands and prices for agricultural goods across the region which is largely the result of the mobile phone revolution in Africa.

Role of public-private partnership in the development of semi-arid tropics value chains

Public-private partnerships (PPP) form the basis of potential opportunities for pro-poor agricultural research and development in the developing countries. National governments and donors are increasingly looking to private sector to take over many of the roles that government has withdrawn from, but the public sector still harbors a mixed attitude towards the private sector. ICRISAT strongly believes in the power of partnerships and has broadened the base of partnership over the years. ICRISAT has trail-blazed partnerships with private companies, start-up companies, seed companies, foundations and trusts. The PPP initiatives of ICRISAT include Hybrid Parents Research Consortia, Platform for Translational Research on Transgenic Crops, and the Agribusiness and Innovation Platform that includes three programs, namely: Agribusiness Incubation, Innovation and Partnership, and NutriPlus Knowledge. ICRISAT through this innovative institutional model of PPP has been focusing on the development of smallholder farmers by providing them with the latest farm technologies, new seed materials and market and business linkages. Over the years, ICRISAT has evolved mechanisms in collaboration with the private sector that support these farmers directly and indirectly. These PPP initiatives have created a wider impact on society and especially farmers by linking them to markets, thereby enhancing the Inclusive Market Oriented Development (IMOD) strategy of ICRISAT.

Emerging or illusory? Community wildlife management in Tanzania

In East Africa, community wildlife management (CWM) has become a highly contested terrain, both physically and conceptually. In Tanzania, the linear, centrally-led, devolutionary reform processes that were conceptualized in the mid-1990s have not materialized. Rather, multi-faceted political and institutional conflicts over the control of valuable land and wildlife resources characterize CWM in Tanzania today. The outcomes reflect broader internal political struggles over land rights, resource governance, and participation in policy formulation, as well as challenges facing efforts to devolve natural resource management to local communities. This paper examines how CWM needs to be approached as part of a broader social process of building local rights and access to resources through institutional reforms, rather than as a project-based or technical assistance strategy with short time horizons. It also provides suggestions for how practitioners in Tanzania and elsewhere might foster more effective and adaptive CWM approaches in light of these outcomes and experiences. mvi
