Publish What You Fund : Aid Transparency Index 2014 ----- The advocacy group for aid transparency Publish What You Fund has delivered its index of aid transparency ( ATI ) for the year 2014. This index assesses the transparency 68 of the largest aid agencies and institutions , including those of most European countries, the United States , but also to multilateral organizations such as the World Bank or foundations such as the Gates Foundation. For 2014, the record was mixed . Nearly a third of included in the ATI 2014 organizations (22 of 68 ) in the " very poor " category , says Publish What You Fund . Top ranking , is the United Nations Programme for Development, while China brings up the rear , as in 2013.
